Centre for Security and Military Strategic Studies

About Centre

The mission of CBVSS (Center for Security and Military-Strategic Studies) is to conduct educational, creative, and expert activities to meet the requirements of national defence while respecting the requirements of the Ministry of Defence, the ethical rules of the University of Defence, and the principles of academic freedom.

All activities focus on researching military (armed) conflict in the following areas:

  • Security and Defence. The research involves the rationalization of the security system, the development of the security environment, and the impacts on the state’s defence policy and armed forces. Topics include international security architecture and organizations, international laws of war, threats and risks, and areas of tension.

  • State Defence Planning. The research examines the impact of developments in the security environment, operational environment, and technologies on national defence. It addresses methods for identifying capabilities necessary for national defence in future security and operational environments.

  • Armed Forces Development. The focus is on the principles of building armed forces, and capability development in key areas (force readiness, command, control, communication, deployability, sustainability, resilience, protection, and intelligence). The research also includes validating proposed solutions for armed forces development through modelling and simulation.

  • Preparation of Forces and Assets. Priorities include training and education of personnel, procurement of military equipment, technological advancements, the economics of defence system construction, and armed forces development.

  • Use of Armed Forces. The research aims at trends in military strategy and operational art, the development and implications of the operational environment for the use and development of armed forces capabilities, and generic scenarios for potential force deployment.

CBVSS is an educational institution for preparing members of the armed forces and employees of state authorities and local governments involved in ensuring national defence. Additionally, it contributes to the education of students at the University of Defence in accredited study programs.

Educational Activities

CBVSS provides education in the areas of security and military-strategic studies, state defence planning and management, military art, and strategic leadership. It equips individuals for leadership positions, particularly at the military-political, strategic, and operational levels, and roles in international security and defence institutions. Educational efforts focus on career courses (Higher Officers Course and General Staff Course) and specialized courses (Strategic Defence Management Course, Strategic Operations Planning Course, and Strategic-Level Planning Course).

Creative and Expert Activities

The Centre prepares materials and recommendations to support decision-making at the strategic level. To facilitate information sharing and exchange, CBVSS annually organizes the international „Defence and Strategy“ conference along with various workshops and seminars. It also conducts panel discussions on current issues in security and military-strategic studies.

CBVSS applies internal and external quality evaluation criteria as a foundation for continuous performance improvement. It emphasizes teamwork and project management principles to achieve its objectives.
