The publication, Operating Environment: Strategic Analysis of the Russia–Ukraine War and Implications for Euro-Atlantic Security 2023–2025, examines the transformation of the conflict from manoeuvre warfare to a prolonged war of attrition, in which, alongside moral strength, industrial capacity, technological innovation, societal resilience, and the ability to adapt rapidly to changing battlefield conditions have become increasingly important.
The study also highlights the growing significance of multi-domain operations, whose success depends on the effective integration and coordination of effects across the land, air, maritime, cyber, and space domains.
Drawing on analytically substantiated findings, the publication emphasizes the need for the further development of military capabilities, modernization of defence planning processes, and strategic adaptation to the dynamically evolving security environment of the Euro-Atlantic region.
